CALC: Elections “Partly Free and Partly Fair”

The Civic Coalition for Free and Fair Elections (CALC), a network of non-governmental organizations with over two decades of experience in monitoring electoral processes in the Republic of Moldova, has concluded that the recent parliamentary elections were “partly free and partly fair.”

The September 28 parliamentary elections took place in a climate of political polarization and attempts at external interference typical of hybrid warfare, including disinformation and voter bribery. According to the Civic Coalition for Free and Fair Elections (CALC), the vote can only be considered “partly free and partly fair.”

At a press conference, CALC secretary Polina Panainte noted that the monitoring involved 31 organizations and complied with international standards. She praised the Central Electoral Commission (CEC) for its sound administration and the application of the new Electoral Code, but warned about controversial decisions to disqualify candidates based on confidential information, raising concerns about transparency.

Civil society representatives pointed to both progress and shortcomings. Ilie Chirtoacă (Legal Resources Centre) acknowledged CEC’s transparency and police enforcement efforts, but criticized the uneven application of the law. Nicolae Panfil (Promo-LEX) said freedoms of assembly and expression were largely respected, yet the campaign was undermined by polarizing rhetoric and disinformation. He also noted CEC’s tougher stance on sanctions and financial transparency.

On media coverage, Petru Macovei (Association of Independent Press) highlighted progress in aligning legislation with EU standards, but noted unequal access for candidates on some TV channels. Tudor Arnăut (National Youth Council) welcomed the 30% increase in polling stations abroad and the introduction of postal voting, while stressing ongoing gaps in gender equality and youth participation.

CALC concluded that the elections demonstrated both the resilience of democratic institutions and persistent structural vulnerabilities, underscoring the need for continued reforms to ensure a more transparent and fair electoral process.
