The discussion covered amendments to the Electoral Code of Gagauzia (Law No. 56 of March 15, 2024), changes concerning the organization of elections for the People’s Assembly and the Governor (Bashkan), as well as provisions related to the validation of elections and voter turnout thresholds.
The session also reviewed amendments introduced by Law No. 48 of December 26, 2023 and Law No. 81 of July 11, 2025 concerning the status and composition of the Central Electoral Council of Gagauzia (CECG), as well as the interaction between the Central Electoral Commission of the Republic of Moldova and the CECG in organizing regional elections. The presentation included the legal framework governing the system of electoral bodies, their competencies, and the financing of electoral processes.
In addition, the session addressed complaints submitted by the Comrat Territorial Office of the State Chancellery, rulings of the Comrat Court of Appeal and the Supreme Court of Justice, and the legal consequences of these decisions for the organization of elections to the People’s Assembly. Participants also analyzed the resolutions adopted by the People’s Assembly in November 2025 and January 2026 regarding the setting and subsequent cancellation of the election date, as well as the initiative to establish a conciliation commission.
The presentation further referred to the constitutional provisions concerning the status of Gagauzia’s autonomy (Article 111 of the Constitution of the Republic of Moldova) and to the Government’s competencies in exercising oversight over compliance with national legislation within the autonomous territorial unit.
