Press Conference: “Alegeri.md – Objective Information for an Informed Vote”

Today, the Association for Participatory Democracy (ADEPT), under the umbrella of the Civic Coalition for Free and Fair Elections (CALC), held a press conference with the participation of: Igor Boțan, Executive Director of ADEPT, Polina Panainte, ADEPT Deputy Director and CALC Secretary, Grigore Stegărescu, ADEPT Program Coordinator.

On the eve of the September 28, 2025 parliamentary elections, ADEPT is offering citizens the platform Alegeri.md, which provides objective and verified information. The website, which has documented all electoral processes in Moldova since independence, is now becoming a neutral and credible reference point, in a context where disinformation and media manipulation are undermining public trust.

This year’s parliamentary elections are taking place under a stricter framework, designed to reduce electoral corruption and increase transparency. Parliament has adopted tougher sanctions, clearer regulations on political party financing, and measures to prevent practices harmful to democracy, such as unauthorized campaigning, politicized charity, or the registration of “clone” parties. The electoral campaign is held between August 29 and September 26, 2025.

According to ADEPT data, 23 contenders entered the race: 15 political parties, 4 electoral blocs, and 4 independent candidates. More than 1,400 candidates are competing for parliamentary seats. Information collected from the Central Electoral Commission has been analyzed and presented by ADEPT on the platform www.alegeri.md, in an accessible and interactive format.

Among the youngest candidates are Elena Josan from PAS and Anna Ranogaeț from MRM, both born in 2007. The party with the youngest list is PNM, with an average age of 40, while the oldest list belongs to BUN, with an average age of 63. In terms of gender balance, ALDE has 28 women and 26 men on its list, while LOC presents 29 women and 25 men. The site also shows the geographical distribution of candidates by administrative units.

As for declared incomes in 2024, Maria Acbaș from PAS reported more than 14.2 million MDL, Lucia Guțan from BeA declared 11.6 million MDL, and Olga Cebotari from BEP declared over 10.4 million MDL. These figures reveal economic disparities among candidates and the financial resources backing some of them.

Out of the PAS candidates, 49 had also run in 2021, three of them under the banner of other parties. The party NOI presents an entirely new list for 2025, while PPDA modified its list three times, on August 13, 20, and 22, 2025. Alegeri.md also contains the electoral platforms of all contenders, as well as essential data on political parties, including their statutes, the current number of members, and budget allocations for 2024.

A particularly important aspect of these elections is voting abroad. A total of 301 polling stations will be available in 41 countries, including four by correspondence – an increase of about 30% compared to 2021. The criteria for setting up these stations included the turnout in the last three elections, voter pre-registration, and data from the Ministry of Foreign Affairs on Moldovans living abroad. In countries considered more vulnerable, such as Russia, Israel, and Ukraine, polling stations will be set up only within diplomatic missions, but changes may occur depending on the situation. Out of the total, 251 stations are located in Western countries, 17 in Eastern ones, and 29 in North America. Compared to the 2024 elections, 69 new polling stations have been added, to improve access and avoid overcrowding. On the Alegeri.md platform, citizens abroad can easily find their assigned polling station, along with exact addresses and Google Maps integration. The site also indicates whether a station is unchanged, relocated, or newly opened.

“Alegeri.md offers citizens not just general information about the September 28 parliamentary elections, but a comprehensive overview of the entire electoral process, based on transparency and verified facts. We believe that only through knowledge and understanding can people vote consciously and contribute to strengthening democracy in the Republic of Moldova,” stated Igor Boțan, Executive Director of ADEPT.
