Strengthening Cooperation with NGOs in Gagauzia
On March 30–31, 2026, ADEPT Association, in partnership with Promo-LEX Association, organized a training for civil society organizations from the Autonomous Territorial Unit of Gagauzia, aimed at preparing for the monitoring of upcoming electoral processes. The event brought together NGO representatives from Comrat, Ceadîr-Lunga, Iargalia, Cișmichioi, and Tomai, with a focus on strengthening cooperation and enhancing local capacities.
During the training, experts outlined the key risks affecting electoral integrity, including voter bribery, misuse of administrative resources, illicit campaign financing, and external interference. Participants also explored the role of civil society in monitoring elections, documenting irregularities, and informing citizens—efforts that are essential to improving transparency and public trust in democratic processes .
A central highlight of the event was the announcement by Promo-LEX of a sub-grant program for NGOs and initiative groups in Gagauzia, with a total budget of approximately €75,000. Selected projects will receive funding ranging from €10,000 to €15,000 and will focus on promoting civic engagement, youth participation, public awareness campaigns, and strengthening the institutional capacity of local organizations.
Beyond the training sessions, participants engaged in a follow-up dialogue with members of the Parliament of the Republic of Moldova, discussing rule of law, language policy, and the need to foster interregional dialogue. The discussions emphasized the importance of creating platforms for engagement, particularly for young people, as well as addressing challenges related to digital safety through education and responsible use of technology.
The dialogue continued during a meeting with the leadership of the Central Electoral Commission of the Republic of Moldova, where discussions went beyond institutional and legal frameworks to address deeper shifts in electoral behavior. Participants highlighted a growing concern: the increasing normalization of voter bribery, which risks turning electoral participation into a short-term transactional act rather than a conscious civic choice.
The event was organized by the ADEPT Association in partnership with the Promo-LEX Association, with the support of the Government of the United Kingdom of Great Britain and Northern Ireland and Sweden. The activity is part of the project “Democracy in Action: Strengthening Electoral Integrity, Political Accountability and Civic Participation,” implemented by Promo-LEX.
