The evolution of voting abroad by citizens of the Republic of Moldova

The Association for Participatory Democracy "ADEPT" has published an analytical note on the evolution of the vote of citizens of the Republic of Moldova abroad. The analysis highlights the expansion of voting opportunities for the Moldovan diaspora, through the opening of 209 polling stations (preliminary) and the introduction, for the first time, of postal voting in six countries.

The study points out that the expansion of the number of polling stations is a direct response to the constant increase in the involvement of the diaspora in the country's electoral processes. Compared to the 2021 parliamentary elections, the number of polling stations abroad will increase by 59, better covering regions where Moldovan citizens live or work in significant numbers. Expanding the possibility of the Diaspora to participate by voting in public affairs is the recognition of the fact that "the Moldovan Diaspora has a vital role in national political decisions".

A key element of this election is the introduction of postal voting as an alternative voting method for citizens in six countries. Law no. 109 of 2024 provides that Moldovan citizens from the USA, Canada, Norway, Sweden, Iceland and Finland will be able to vote by mail, using postal or courier services. "This measure supports citizens who cannot reach the polling stations, ensuring their right to vote in a safe and accessible way," the authors of the analysis emphasize.

The ADEPT analysis addresses the challenges encountered in opening polling stations in certain countries, particularly the number of polling stations in different states. For example, the number of Moldovan citizens in the Russian Federation has decreased drastically in the last 10 years, from approximately 600 thousand to 77 thousand. Therefore, it is important to emphasize that "The distribution of polling stations is decided on the basis of clear criteria, including statistical data and prior registrations, thus ensuring an efficient and fair allocation of resources," the report states.

Another important aspect is related to the distribution of polling stations according to the number of voters, where countries such as Great Britain, France, Germany and Italy will benefit from more polling stations, due to the large number of Moldovan citizens in these countries. The average number of voters per polling station is a key indicator, as it is necessary to avoid overloading polling stations in some countries and underusing those in others.

ADEPT emphasizes that all these measures are part of a coordinated effort by the authorities to ensure the correct and fair participation of the diaspora in the 2024 elections, given the importance of these polls.
