Polina Panainte: “Today we stand with greater experience and resilience”

Post-electoral analysis conference “Parliamentary Elections in the Republic of Moldova, September 28, 2025: Electoral Integrity and Prospects for Democratic Consolidation” organized by the Central Electoral Commission (CEC) of the Republic of Moldova.

Polina Panainte, Deputy Director of the ADEPT Association and Secretary of the Civic Coalition for Free and Fair Elections (CALC), took part in the official opening of the post-electoral analysis conference “Parliamentary Elections in the Republic of Moldova, September 28, 2025: Electoral Integrity and Prospects for Democratic Consolidation”. The event brought together key officials, including Angelica Caraman, President of the Central Electoral Commission, Igor Grosu, Speaker of the Parliament of the Republic of Moldova, and Domnica Manole, President of the Constitutional Court, alongside other dignitaries and representatives of civil society.

In her remarks, the Secretary of CALC emphasized the importance of Law 100/2025, which strengthened safeguards for democratic processes and “closed doors for parties that avoid reporting revenues and expenditures.” She highlighted the gains achieved during the parliamentary elections: inter-institutional cooperation, the maturation of political parties, and a firmer stance against electoral corruption. At the same time, she warned that new vulnerabilities have emerged, shifting into the digital sphere—“unregulated, globalized, and often anonymous”—where propaganda and illicit financial flows are increasingly difficult to detect.

Looking ahead, she stressed the need to balance the protection of democratic institutions with the preservation of fundamental freedoms. “The integrity of elections is not defended only through stricter rules. It is also defended by safeguarding freedoms and investing in citizens,” she declared. Concluding her speech, she called for “productive, sincere discussions, with arguments but also with genuine listening,” with the goal of ensuring that future elections are organized within a more predictable and resilient system, and with stronger citizens at its core.
