The ELECTORAL 2025 publication offers a comprehensive analysis of the parliamentary elections in the Republic of Moldova, examining the legal framework, political actors, and the key controversies that shaped this electoral cycle. It documents the full set of elements that defined the 2025 elections: the constitutional and legal framework, the dynamics of electoral contestant registration, campaign rules and practices, political financing, the organization of voting both domestically and abroad, as well as the impact of voter participation from the diaspora and from localities on the left bank of the Nistru River. The focus extends beyond the technical conduct of the vote, highlighting instead the interaction between legal norms, political actors, and electoral behavior that ultimately shaped the competition for legislative power.
A distinct section of the volume is devoted to thematic analyses prepared by ADEPT, addressing issues that generated intense public debate and sharply divergent positions during the electoral period. Topics such as out-of-country voting, new mechanisms for preventing and sanctioning electoral corruption, the balance between legitimate safeguards for electoral integrity and the risk of unjustified restrictions on electoral rights, as well as the comparison of electoral platforms, are examined through a critical lens grounded in empirical data, institutional practice, and democratic standards.
Through this approach, the publication provides a contextualized reading of the parliamentary elections, situating both the results and the controversies of the 2025 vote within the broader landscape of political and electoral transformation in the Republic of Moldova.
