Local Leaders’ School: Smart Governance and Resilient Communities in the Face of Climate Change

The Association for Participatory Democracy ADEPT organized, on October 10–11, 2025, a new session of the Local Leaders’ School under the theme “Digital Innovation and Resilient Communities: Tools for Local Leaders.”

The first day focused on exploring how artificial intelligence can enhance local administrative processes. Under the guidance of trainer Denis Zacon, participants learned how to use AI tools safely and ethically to draft official documents, streamline institutional communication, and develop externally funded projects. Discussions highlighted that when used correctly and responsibly, AI can make municipal work more efficient, helping local governments process information faster, save resources, and improve services for citizens. “In a world where time has become an increasingly scarce resource, learning to use artificial intelligence ethically and responsibly is not an option—it’s a necessity,” emphasized Denis Zacon during the workshop.

The second day focused on “Resilient Communities — Local Solutions to Climate Change and Green Financing,” moderated by Lilia Curchi, Executive Director of the Association of Environmental Journalists. Participants examined the challenges and opportunities faced by local communities in adapting to climate change, reviewing best practices from Moldova and the region, from biomass heating plants in Cantemir to energy-efficiency projects and green infrastructure initiatives. The sessions emphasized the importance of administrative preparedness and strategic planning to successfully access green funds from European and international programs.

Project coordinator Grigore Stegărescu noted that through the Local Leaders’ School, ADEPT aims to bring innovation closer to local administrations. Mayors and municipal staff need not only information but also practical tools. Artificial intelligence, along with a solid understanding of green financing mechanisms, are the keys to a modern administration—one that provides efficient services and a healthy environment for its citizens.

Launched by ADEPT in 2020, the Local Leaders’ School is a long-term training and exchange platform designed for local elected officials and public administration staff. The program addresses themes such as participatory governance, digital transformation, ethics in public decision-making, and climate adaptation. Through this initiative, ADEPT continues to strengthen the institutional capacity of local authorities and promote a transparent, innovative, and citizen-oriented public administration. The project is carried out with the financial support of the Embassy of the Kingdom of the Netherlands.
