State Chancellery strengthens coordination of local public administration reform

The State Chancellery, in partnership with the Association for Participatory Democracy ADEPT, organized a two-day workshop for representatives of its Territorial Offices. The event aimed to strengthen a shared understanding and consistent implementation of the local public administration reform, while also facilitating the exchange of experience on challenges faced at the local level.

The process of reorganizing local public administration is entering a new phase, focused on coordination and uniform application nationwide. Representatives of the State Chancellery’s Territorial Offices from across the country took part in a workshop designed to clarify how the reform is understood and implemented, as well as to identify real challenges encountered in the field.

The event emphasized the need for a coherent interpretation of the reform, ensuring that local authorities operate based on the same principles. At the same time, participants openly discussed the difficulties faced by communities, in a format that combined training with direct consultation.

The Secretary General of the State Chancellery, Alexei Buzu, noted that the reform has moved beyond its initial stage and is now in the implementation phase: “This is a complex reorganization, with multiple stages and challenges. That is precisely why we have built a clear roadmap that allows us to intervene where difficulties arise and maintain direction.” At this stage, the focus is on identifying clusters of localities and shaping shared development visions.

The process is supported by a structured monitoring and assistance mechanism designed to enable swift and tailored interventions based on needs in the field. Inna Vrînceanu, representative of the Association for Participatory Democracy ADEPT, highlighted the importance of active community involvement: “We want every community involved to play an active role in this process and contribute to shaping a clear development direction.”

The workshop took place over two days and was organized by the Government of the Republic of Moldova, with the support of the Association for Participatory Democracy ADEPT and the Embassy of the Kingdom of the Netherlands in Moldova.
