Three town halls — one administration
A two-day workshop was organized by the municipalities of Ciobalaccia, Lingura and Tartaul in Cantemir district, aimed at developing a shared vision for a future amalgamated administrative-territorial unit.
The event brought together representatives of local administrations, public officials, local councillors, public institutions and active community members, who contributed to shaping the development directions of the new administrative structure, with a focus on building #StrongMunicipalities.
On the first day, discussions focused on public services — from water supply and sanitation to waste management, street lighting and administrative services provided to citizens. Participants mapped the key challenges and needs across the three villages and explored organizational options to ensure more efficient and accessible service delivery within the future amalgamated municipality.
The second day was dedicated to territory, public assets, local finances and investment priorities. Participants identified publicly owned land and buildings, examined opportunities to better leverage these assets to increase local revenues, and discussed ways to optimize expenditures. In the end, they agreed on key investment priorities and directions for using the resources provided by the Government of the Republic of Moldova within the voluntary amalgamation process.
The workshop created a space for open and participatory dialogue, where decisions were shaped through consensus, reflecting the real needs of the communities and their ambition to build a more efficient and autonomous local administration.
