409 administrative units have launched the voluntary amalgamation process

A total of 409 administrative-territorial units in the Republic of Moldova have initiated the voluntary amalgamation process, according to an analytical note published by the Association for Participatory Democracy ADEPT—an organization that supports authorities in the administrative-territorial reform process.

The analysis comes at a time when the reform is widely debated, and the question “who actually supports amalgamation?” is being raised increasingly often in the public space.

The data can be consulted on the alegeri.md platform, where ADEPT has systematized information on the political representation of the administrative-territorial units involved in the process. According to these data, the Party of Action and Solidarity (PAS) ranks first, holding a majority in 122 local councils, followed by the Party of Socialists of the Republic of Moldova (PSRM) with 61 and the European Social Democratic Party (PSDE) with 31.

Out of the total 409 administrative-territorial units involved, PAS holds a majority in 33.2% of councils, while 66.7% of councils have majorities formed by representatives of other political parties or independent councillors, highlighting a politically diverse participation in the amalgamation process.

Thus, one of the main conclusions of the note is that the amalgamation process is not the monopoly of a single political force, but rather reflects decisions taken at the local level by administrations representing a variety of political affiliations.

The analytical note was developed במסגרת the project “Strengthening the capacities of local public authorities and supporting dialogue in the public administration reform process,” implemented by the Association for Participatory Democracy ADEPT with the financial support of the Embassy of the Kingdom of the Netherlands in the Republic of Moldova.
