Analytical Note: Developments of the Institutional Crisis in the Găgăuzia region

The Association for Participatory Democracy — ADEPT has published the analytical note "Developments of the Institutional Crisis in Gagauzia," which examines the legal and administrative causes of the institutional deadlock facing the Autonomous Territorial Unit of Gagauzia (ATU Gagauzia) since the autumn of 2025.

The note describes the obstacles that made it impossible to hold ordinary elections for the People's Assembly of Gagauzia (PAG), whose mandate expired on 12 November 2025, and traces the chronology of the disputes between the regional authorities and the Comrat Territorial Office of the State Chancellery. It also presents the solutions proposed by the Central Electoral Commission of the Republic of Moldova, the PAG's efforts to overcome the deadlock, the referral to the Constitutional Court by the Ministry of Justice, and the developments in the current phase of the crisis — including the regional authorities' appeal to international institutions, namely the OSCE and the Council of Europe.
 
The analytical note is structured in five sections and covers the period from August 2025 to March 2026.
