Report no. 1 regarding the monitoring of the progress of the decentralization reform

This report represents a different perspective on the economic, political and social context in which the administrative decentralization reform is carried out.
The progress of the reform is monitored by means of sentinel indicators (SI) – a tool for analyzing complex processes that are difficult to study in their entirety and require an indirect approach.
The exercise carried out by the "ADEPT" Association is a continuation of the effort to monitor the progress of the decentralization reform in the Republic of Moldova initiated within the "My Community" Program. This continuous analytical process is aimed at improving the records on the decentralization reform and shaping the identification of new monitoring perspectives, which will subsequently highlight the priority areas that will require increased attention, in order to properly intervene in supporting the decentralization effort.
This report answers three sentinel questions and makes reference to public data for the year 2021, mainly collecting data related to financial sentinel indicators. For the other indicators, available data and information from recent years are used, which will be updated in the next quarterly reports. Three more similar monitoring reports will be produced during the year, which will contain the information collected from the quarterly progress.
Based on the sentinel indicators, the document provides a general comparative dynamic picture of the recent evidence regarding decentralization in the Republic of Moldova. The study contains official data and equidistant conclusions about the advancement of the administrative decentralization reform and can serve as a source of information and consultation for decision-makers in the Republic of Moldova.
